Organization vs. Workspace
Organization and Workspace are two different concepts. The Organization is the billing entity. The Workspace is the access boundary inside it.
The model

| Workspace | A subgroup inside an Organization, scoped to a subset of its Members | Decides who sees which Matters. |
Most users belong to one Organization. The workspace switcher always lists Workspaces in the active Organization.
Single-org vs. multi-org
If you belong to more than one Organization, an organization switcher appears on the Organization tab page title. Single-organization users see the organization name as plain text, with no switcher.
Billing
Billing is at the Organization level. Adding a Workspace doesn't change your seat count; only adding a Member does.
